Being CJSC "RASCOM"'s customer, how can I obtain information about the technical status of the IP netwiork?

The information about the technical status (delays, losses) of the IP network of the CJSC "RASCOM" is stored at the portal  noc.giganet.ru. Beside this, at the site http://www.rascom.ru, there is a section "Technical support" where an entrance  is available for authorized access. There, an authorized customer may get data on the volume of traffic passed, current parameters and average monthly port availability, as well as packet propagation losses. The data are updated every 5 minutes. The password for entering this section is given in any agreement made with CJSC "RASCOM".
